At hand, is a conflict over the value of the ISV, which is calculated based on two components, cylinder and CO2 emissions, to reflect commercial devaluation.

In a used car imported from the EU, the cylinder component is reduced in proportion to the age of the vehicle however, this reduction does not affect the CO2 component, the state depreciates only part of the value of the vehicle and the environmental component is Taxed as if the car were new.

This decision may be reflected in cases of the same kind, considering also the violation procedure opened by the European Commission against Portugal on this issue.
