As of January 15th Portugal will be entering a new lockdown with the purpose to slow down the uprising cases of COVID.
Following the renewal of the State of Emergency decreed by the President of the Republic, the Council of Ministers approved the decree that regulates the measures to be adopted, throughout the continental territory, in the period between 00:00 on January 15th, 2021 and 23:59 on January 30th, 2021, as well as the applicable measures.

Which air connections allowed to and from Portugal?
Air connections between Portugal and the following countries are authorized:
At this time, flights to and from the following countries are permitted:
For flights originating in the United Kingdom, only nationals or holders of residence permits in Portugal and their family members, as well as diplomatic personnel placed in Portugal, are allowed to enter Portugal.
For the purposes of the recommendation, residents of Andorra, Monaco, San Marino and the Vatican should be considered residents of the European Union.
Flights to and from destinations other than those mentioned will only be allowed for essential trips. This list is reviewed every two weeks and may be updated.
What are the rules for passengers entering Portugal from other countries?
All passengers, whether national or foreign, who:
travel from countries outside the EU and the Schengen area: they must present, at the time of departure, proof of test to COVID-19, with a negative result, carried out in the last 72 hours before departure travel from EU countries and the Schengen area: they do not have to submit a test to COVID-19 on departure, they will only be subjected to temperature control upon arrival at the airport
What if any of these passengers travel without a test?
In the case of traveling without having a negative test to COVID-19, from countries outside the EU and the Schengen area, citizens:
nationals, foreigners with legal residence in Portugal and diplomatic personnel accredited in Portugal: must carry out the test upon arrival at the airport, and the test costs are the passenger's own responsibility.
foreigners: entry into Portugal is not permitted, supporting the company that transported you the cost of returning to the country of origin on the first flight and subject to payment of a fine.
Airlines must warn all passengers that they cannot enter the country without taking the test, unless they are Portuguese or foreigners residing in Portugal.
