  1. Which air connections to and from Portugal are allowed?

These are authorized as connections to and from the countries of:

European Union associated with the Schengen Area (Liechtenstein, Norway, Iceland, and Switzerland) and the United Kingdom.

 

Only essential travel to and from the following countries is allowed:

  • South Africa
  • Brazil
  • India

 

Flights from the following are allowed:

  • Albania
  • Australia
  • South Korea
  • Israel
  • Japan
  • Lebanon
  • New Zealand
  • Singapore
  • Thailand
  • China Popular Republic
  • Republic of Northern Macedonia
  • Serbia
  • Taiwan
  • Hong Kong
  • Macao

 

Air traffic is also authorized for:

essential trips, considering as such those made for professional, study, family reunion reasons, for health reasons or for humanitarian reasons.

Trips intended to allow the return to the respective countries of foreign citizens who are in mainland Portugal, provided that such flights are promoted by the competent authorities of such countries.

 

B.  What trips are considered strictly essential?

Essential journeys are those intended to allow the transit, entry or departure from Portugal of:

  • European Union nationals, nationals of States associated with the Schengen Area and members of their
  • third-country nationals legally resident in a Member State of the European Union
  • third-country nationals traveling for professional, study, family reunion, health or humanitarian

 

C.  What are the rules for passengers entering Portugal?

All passengers, whether national or foreign, on arrival in Portugal must:

  • present proof of test to COVID-19, with a negative result, carried out in the last 72 hours before departure, except for children who have not reached 24 months of
  • Present EU Green Pass (EU Digital COVID Certificate)
  • fulfil isolation for 14 days, if coming from South Africa, Brazil or from countries with an incidence rate equal to or greater than 500 cases per 100 thousand inhabitants in the last 14 days, whether by air, land, or
  • The list of countries that meet these criteria is reviewed and updated every 15 days.

 

D. Which countries are on that list?

Countries with an incidence rate of 500 cases or more per 100 thousand inhabitants in the last 14 days are:

  • South Africa
  • Brazil
  • India
  • Nepal
  • United Kingdom

 

Passengers from these countries must complete this form on the Foreign and Borders Services platform.

 

E. Are there any exceptions for not making prophylactic isolation on arrival in Portugal?

Yes. The exceptions foreseen for the non-obligation of prophylactic isolation on arrival in Portugal are passengers traveling:

  • Presentation of EU Green Pass ( EU COVID Digital Certificate)
  • of the United Kingdom, when provided with proof of vaccination carried out in that country and attesting the complete vaccination schedule of the respective holder, for at least 14 days, with a vaccine against COVID-19 with marketing authorization under the terms of the Regulation (EC ) No. 726/2004
    • on essential trips of which the period of stay in national territory does not exceed 48 hours
    • essential trips within the scope of events organized by the Portuguese Presidency of the Council of the European Union, regardless of the period of stay
    • exclusively for the practice of sporting activities integrated in international professional competitions, if compliance with measures and guidelines defined by the Directorate-General for Health is guaranteed

F. When is the complete vaccine schedule considered?

The vaccination schedule is considered complete after taking:

  • a single-dose vaccine, for vaccines with a single-dose vaccine schedule
  • second dose of a vaccine against COVID-19 with a two-dose vaccine schedule, even if doses of two different vaccines were administered OR
  • single dose of a vaccine against COVID-19 with a two-dose vaccination schedule for people who have recovered from the disease, if it is indicated in the vaccination certificate that the vaccination schedule was completed after administration of one dose.

 

 GWhere should I carry out prophylactic isolation?

Isolation must be carried out at home or in a place indicated by health authorities.

 

H. What tests can be presented as proof?

Airlines must only allow passengers to board flights with a destination or stopover in mainland Portugal upon presentation, at the time of departure, of proof of:

  • Nucleic acid amplification test (TAAN), performed within 72 hours prior to boarding or
  • rapid antigen test (TRAg), carried out within 48 hours prior to boarding and included in the common list of rapid antigen tests, agreed by the European Union Health Safety Committee

 

I. What if any of the passengers travel without a test?

In the case of traveling without having a negative test to COVID-19, citizens:

  • nationals, foreigners with legal residence in Portugal and diplomatic personnel accredited in Portugal: must carry out the test on arrival, at the airport, and the costs of the test are supported by the
  • foreigners: entry into Portugal is not permitted, the airplane company with which you travelled shall support the cost of return to the country of origin on the first flight and subject to payment of a
  • Airlines must warn all passengers that they cannot enter the country without taking the test unless they are Portuguese or foreigners residing in

 

J. If I only stop in Portugal for another country, do I have to submit a test?

No, if you do not leave the airport space.

 

K. I have already been infected with COVID-19. May I entre Portugal without proof of a negative covid test?

No. Until today, it is mandatory to present the proof of COVID-19 test, with a negative result, carried out in the last 72 hours before departure, except for children who have not reached 24 months of age.
